Foundations of USAID Contracting for NGOs
USAID’s contracting compliance framework is different than the regulations for grants and cooperative agreements. USAID contracting is governed by the Federal Acquisition Regulations (FAR) and AIDAR (USAID Supplemental Acquisition Regulations). Non-profit NGOs are discovering that USAID has significant funding for development and humanitarian objectives through the USAID contracting mechanism. Non-profits need to prepare their teams to understand the proposal process, contracting types, and the regulations before pursuing USAID contracts.
